Excerpts of classified spy report declassified on US President’s unusual order ....
The 3½-page section of the 30-page report was released by the US intelligence director’s office Wednesday Sept 27, hours after President George W. Bush ordered it declassified to counter what he called misrepresented, politically motivated conclusions. "Read it for yourselves," he said.
....President Bush ordered these excerpts published because, he said: “Somebody has taken it upon themselves to leak classified information for political purposes.” Those leaks had stirred up a storm of controversy in the run-up to the US mid-term elections.
“If it is perceived that the jihadists in Iraq are succeeding, it will fuel more extremism,” according to the report. But if the jihadists are perceived to have failed, "we judge fewer fighters will be inspired to carry on the fight," the report states.
